You need to install Microsoft Visual Studio 2017 Community

Once installed, you need to install all necessary tools:

- Menu > Extras > Tools and Features… - for Visual Studio Community 2017 → change… - select All tools for Windows (3) → unversal windows plattform / desktop development / .NET desktopdevelopment

If Unreal complains about missing paths, maybe a registry entry needs to be changed.
